Union of Clerks, Administrative Public Service Employees (UCAPSE)
UCAPSE (former Union of the Clerks) is the largest trade union in Israel, which
is compound of 250,000 union members.
During the 14th annual Congress of the Union of the Clerks, the name of the union
was changed to UCAPSE. This change symbolized the renovation and the consistent
growth, which identified UCAPSE, in its dedicated and professional activity for
the workers and pensioners in the State of Israel, as well as the aspiration for
vision and achievements in the future.
UCAPSE affiliates employees who work in various sectors in the Israeli economy -from
local authority workers, commerce and bank employees to universities and college
institutes employees, and further on.
UCAPSE is compound of the following professional sections, headed by the Secretary/Head
of the section:
- Section of the public and health institutions, Histadrut bodies workers
- Section of local authority workers
- Section of bank and insurance workers
- Section of the universities and college institutes workers
- Section of commerce workers
- Section of the National Institutes workers
- Section of government and public companies workers
- Section of foreign airline companies workers and industrial clerks
- Section of educational and religious workers
- Section of the agricultural education institutes and dormitory workers
- Section of sports
Institutes
A. General Congress:
UCAPSE General Congress is convened every four years, consists of 551 delegates
who are elected in general elections. The Congress elects the Chairman of UCAPSE
and the delegates of the central body. The policy and the strategy of UCAPSE are
determined during the Congress for the four-year term. The 14th Congress was held
in March 2004 and represented 195,000 members with right to vote in approximately
1,100 working places throughout the country.
B. UCAPSE Central Body:
UCAPSE Central Body is an elected body, which consists of 151 members, is compounded
from employees committee (that receive services from UCAPSE), as well as secretaries
and heads of the UCAPSE sections and Regional Labour Councils secretaries throughout
Israel.
The Central Body operates from congress to congress and authorizes decisions, under
the policy that was determined during the Congress. Members of the broadened Secretariat
are elected into the Central Body.
C. UCAPSE Secretariat:
UCAPSE Secretariat, which is also known as: “Active Secretariat,” is the supreme
executive body and it includes UCAPSE Chairman, secretaries and heads of the UCAPSE
sections, the secretaries of UCAPSE large branches, as well as a limited number
of shop stewards.
The broadened Secretariat and the limited Secretariat implement the decisions of
the Central Body and manage the current matters of the organization through the
Office Bearers: Chairman, Director General and heads and secretaries of UCAPSE sections.
